Swedish restriction lists: Training requirements x4 (Swedish legislation)

This article has been translated with machine translation.

The lists are based on Swedish legislation and are therefore only available to the Swedish market.

The restriction lists can be found as usual via Overview > Restriction and prohibition lists.

Background and purpose:

According to AFS 2011: 19, 37a-g§, there are special requirements for training, medical check ups and / or aptitude reports for handling certain allergenic chemical products.

The list is there to help identify these specific requirements and then act to create a safe working environment and avoid any fees.

Pro tip!

Are you wondering why a certain product is on any of the lists? Have a look in iSafe under 'Restriction and prohibition lists' which substance is causing the match. Then click on 'Show composition' to see what CAS number that substance has, and then search for that substance on ECHA:s homepage to know more about the substance. If you are unsure whether you are covered by the special requirements, we suggest contacting our consultants at [email protected]

AFS 2011:19 Training requirements e §

Education is required to lead or actively engage in work with hazardous chemical products that contain:

  • Acrylates labeled with H317 or H334 at the substance level
  • Epoxy plastic components labeled with H317 or H334 at the substance level
  • Formaldehyde resins labeled with H317 or H334 at the substance level
  • Organic acid anhydrides labeled with H317 or H334 at the substance level
  • Diisocyanates labeled with H317 or H334 at the substance level, which are not covered by the training requirements in entry 74 of Annex XVII of the REACH Regulation.*

Prerequisites for matching against the list in iChemistry:

Product classification H317/H334 + Presence of any of the above substances (CAS/EC number), where the substance itself is classified as H317/H334. Thus, the system looks for three factors simultaneously, and all three must be met for the product to be on the list.

Note! If the risk assessment shows that exposure to allergenic substances is negligible and therefore protective measures are not needed, the requirements do not apply. The reasons for deeming the exposure negligible must be documented in writing.

*"To 37 e § Diisocyanates covered by the training requirements in the REACH Regulation are diisocyanates with the following structure O=C=N-R=N=C=O, where R is an aliphatic or aromatic hydrocarbon unit of unspecified length. If R contains, for example, urethane or urea bonds, these substances are not covered by the training requirement in the REACH Regulation. This means that prepolymerized and oligomeric diisocyanates are examples of diisocyanates that are subject to the training requirement in the regulation but are not covered by the training requirements in the REACH Regulation. Completing the training required by the REACH Regulation also fulfills the Swedish Work Environment Authority's training requirements."

AFS 2011:19 Medical check-ups f §

The Swedish Work Environment Authority's regulations on medical examinations in the workplace require that the employer arrange medical examinations for employees who will be or are engaged in work that involves exposure to hazardous chemical products classified as H317 or H334 due to their content of:

  • Epoxy plastic components labeled with H317 or H334 at the substance level
  • Formaldehyde resins labeled with H317 or H334 at the substance level
  • Methacrylates labeled with H317 or H334 at the substance level
  • Acrylates labeled with H317 or H334 at the substance level

Prerequisites for matching against the list in iChemistry:

Product classification H317/H334 + Presence of any of the above substances (CAS/EC number), where the substance itself is classified as H317/H334. Thus, the system looks for three factors simultaneously, and all three must be met for the product to be on the list.

Note! If the risk assessment shows that exposure to allergenic substances is negligible and therefore protective measures are not needed, the requirements do not apply. The reasons for deeming the exposure negligible must be documented in writing.

AFS 2011:19 Aptitude report g §

The Swedish Work Environment Authority's regulations on medical examinations in the workplace require that the employer arrange medical examinations with an assessment for a certificate of fitness for employees who will be or are engaged in work that involves exposure to hazardous chemical products classified as H334 due to their content of:

  • Diisocyanates labeled with H334
  • Organic acid anhydrides labeled with H334

Prerequisites for matching against the list in iChemistry:

Product classification H334 + Presence of any of the above substances (CAS/EC number), where the substance itself is classified as H334.

AFS 2011:19 Training Requirements & Aptitude report  e + g § (Cyanoacrylates)

Training and a certificate of fitness are required for work with chemical products containing ethyl-2-cyanoacrylate or methyl-2-cyanoacrylate if the work in total exceeds 30 minutes per week.

Products match the restriction list if the product contains any of these substances.

Prerequisites for matching against the list in iChemistry:

Products containing CAS or EC numbers for the substance groups: ethyl-2-cyanoacrylate or methyl-2-cyanoacrylate.

Regardless of product classification, the use of these two substances requires training and a certificate of fitness.

Note! These specific requirements apply only if the work in total exceeds 30 minutes per week for these products.
